Rear Admiral William Leigher (Ret.) is the founder of WM Leigher Consulting, LLC. He most recently served as Director, DoD Cyber Programs, Raytheon, supporting the firm’s cyber warfare practice across the Department of Defense. Prior to joining Raytheon, he enjoyed a 33-year career in the US Navy in intelligence and cryptologic warfare.
Prior to joining Raytheon, RADM Leigher was the Director of Warfare Integration for Information Dominance (N2N6F) on the Chief of Naval Operations staff in the Pentagon where he was responsible for a portfolio of 210 programs valued at over $17 billion. His other flag officer assignments included the Deputy Commander for U.S. Fleet Cyber Command/U.S. 10th Fleet and the Director of Information Operations on the staff of the Chief of Naval Operations.
